GENERAL RULES
ARTICLE THIRTEEN
Section 1. General rules are very necessary to every organization and like any other rule or law they are made to be kept. These regulations are for the improvement and stabilization of this activity.
Section 2. Every track owner, promoter, car owners, driver, mechanic, or other persons in applying for membership and being accepted for membership or of being permitted to participate in the competition or any person accepting an official position or acting in an official capacity in connection with any competition, or any other activity sponsored by NIDRA formally agrees to be bound by these rules and by any modifications of them.
Section 3. NIDRA is not and does not desire nor propose to establish a monopoly on automotive competition. It owns no racing facility. No licensed member is a contractor with it for performance or none-performance. Resignation is at will of any member at any time. In fact, no person may be a member of the association or participate in any of its activities in any way unless all rules and regulations are met.
Section 4. Every person who undertakes to participate in automotive competition under sanction of NIDRA shall be deemed to be acquainted with these rules and its applications shall constitute his/her acceptance of them.
Section 5. Any item or situation arising out of the currant racing season that is not covered in the following rules and such item or situation comes under the classification of these rules will be under the jurisdiction of the Board of Directors and their decision is final.
Section 6. NIDRA reserves the right in an emergency to make special ruling, which are deemed conductive to the well being of the automotive competition and voluntary participation of any competitor in the competition, shall constitute recognition of this right.
Section 7. Any decision made by the Board of Directors or track officials shall be final.
Section 8. Violators of any rule will be subject to fine, suspension or both, as determined by the Board of Directors and officials.
Section 9. Any driver, car owner, a pit-man, etc. failing to abide by the rules and regulations of the NIDRA in one way or another will have the appropriate actions taken.

Section 10. The Board, officers and officials have sole authority to make and take applications for employment with the association such as flagman, pit boss, scorers, etc. Their decisions shall be final. All cars, drivers, crews and officials competing or officiating at the races, under the rules of NIDRA must be members of and registered with NIDRA.
A. Visiting cars and crews must become members of the NIDRA to race after (2) visit and upon the 3rd time become a member.
B. Visiting cars, with currant verifiable membership in their own organization, will be required to register their car number with the NIDRA. However visiting cars will be required to change their number if that number already exists in the NIDRA.
STRICTLY ENFORCED
Read these rules carefully!!! These rules will be enforced and cars will be checked periodically against these rules.
Section 11. ENTRANCE TO THE PIT AREA
A. Any person entering the pit area in a NIDRA sanctioned event must sign in at the pit gate. Pit personnel must be 16 years of age or submit written letter to the Board of Directors with proof of work done on a car.
B. Any person found in the pit area who has not signed into the pit gate will be fined $25.00 and be ejected from the pit area. Each car owner/driver takes total responsibility for the acts of all persons signed into the pit area under his/her car.
C. Any person drinking alcohol or under the influence of illegal drugs before or during
completion of the days events will be disqualified for that day. A second offense will lead to a $25.00 fine and/or loss of points up to that time.
D. Any person who verbally or physically assaults or threatens to do bodily harm to any NIDRA official or person serving under his/her direction, shall be suspended or fined and/or lose all points up to that time.
E. Any person participating in fights on any racing premises will be fined and/or suspended.
F. Any person or member breaking a rule set down by NIDRA will be penalized, the gravity of the violation its effects on the safety and good reputation of stock car racing to be determined by race officials. Such penalties may include disqualifications, suspension, fines, and/or loss of points.
G. All fines assessed against any person must be paid before that person is allowed to compete in further events.
H. It is every member’s duty to bring to the attention of the officials any unsafe equipment or practices.
I. When a question of safety arises, the decision of the Board of Directors will be final.
J. Motor homes and/or campers will not be allowed in the pit area during any event. Large enclosed trailers or trucks may fall under this ruling also.

Section 12. SAFETY
A: MECHANICAL FAILURE
1. Spilling of coolant, fuel, or lubricant in a quantity which, in the judgment of the officials, creates a hazardous track condition, a hazard to the driver or a hazard to an official, creates a hazardous track condition will be cause for a car to be called in for consultation with the pit boss(black flagged).
2. The officials and/or technical committee are empowered to call a car in to the pits for a closer examination before permission to continue in an event is given.
3. A car stopping in the pits with evidence of loss of brakes will not be permitted to re-enter competition until a thorough investigation of the braking system has been made and the necessary repairs completed.
4. Technical or structural changes that may take place after a race has started due to minor
accidents, mechanical failure or parts failure that are deemed acceptable by officials, are non-protest able by the other competitors during or after a race. Certain conditions of a car may develop during a race which, in the opinion of the officials, constitute a hazard and require that the car be brought into the pits for inspection and/or correction before being allowed to continue in the race. The decision of the officials will be final in this respect.
B. CARS INVOLVED IN ACCIDENTS
1. Cars involved in an accident causing damage that may affect their safe operation shall stop in the pits for an inspection by the technical judge or committee. It shall be the joint
responsibility of the driver, car owner and/or chief mechanic to observe this rule. The officials will have the option of calling them in for examination at any time. Failure to stop as required by signal from the flagman will result in subsequent laps not being scored.
C. PERSONS ALLOWED ON THE TRACK
1. During the competition only the officials, the starter, the technical committee, police and guards, and personnel required for service or emergencies shall be permitted on the track.
2. One crew member per car.
3. No tools or flammable liquids except for liquids for driver or water for cooling down cars.
4. No servicing of car at that time.
5. Official photographers and persons serving the press will have designated vantage points and are expected to cooperate with the track officials and not abuse the privilege. Photographers are prohibited from taking and distributing gruesome pictures under penalty of exclusion.
Any individual violating this rule shall be immediately removed from the track enclosure and if a participant, may be penalized.
D. INSPECTIONS - ALL CARS participating in NIDRA events will be safety inspected by the technical committee ( or designee) before being allowed onto the racetrack. This inspection includes brakes; - all four tires must skid.

1. The method and type of car inspection at any NIDRA event shall be determined by the NIDRA official in charge of the event.
2. NIDRA reserves the right for inspection purposes to seal or impound cars competing in an event.
3. NIDRA assumes no responsibility for impounded cars.
4. It shall be the responsibility of the driver or car owner to tear down a car for inspection when requested to do so by the NIDRA officials in charge of the event or by an NIDRA officer. Failure to comply will result in disqualification of driver and car.
5. At any event which calls for a mandatory inspection of cars after the event, any car taken from the racing premises without permission from the NIDRA official in charge of the event, or that is not taken immediately to the inspection station after receiving permission to leave the racing premises, will subject the driver and the car to disqualification unless it can be proven beyond any reasonable doubt that the violation was caused by circumstances other then what the car owner or driver could have no control.
6. NIDRA reserves the right to confiscate any part and/or equipment found during an inspection that does not meet NIDRA specifications set forth in these rules as they may from time to time be amended. Should the driver, owner or mechanic refuse to surrender the part or parts involved he/she is subject to automatic disqualification. For such disqualification’s the car owner and driver forfeit all the prize monies an points for the event.
7. NIDRA specifically reserves the right to inspect any car which has previously participated in an event not sanctioned by NIDRA to determine that it meets all safety standards required by NIDRA.
8. NIDRA may fine, disallow qualifying times and/or take away points from driver and/or car owners when either one uses part and/or equipment which do not meet all NIDRA
specifications set forth in these rules or for using equipment which has not been approved by NIDRA or is not required for the normal operation of the race car.
9. NIDRA reserves the right to limit admittance to any area or garage in which inspections are being made, the NIDRA official in charge of the event has the right to limit the attendance to only NIDRA inspectors, drivers or owner and two mechanics assigned to handle the work necessary in preparing the car for the inspection.
Section 13
RACE PROCEDURES
1. Decisions of NIDRA officials assigned to an event with respect to the interpretation of the NIDRA Rules as they pertain to all procedures shall be final and there shall be no appeal or protest thereof. Such interpretations of the NIDRA rules as they pertain to race procedure include, but are not necessarily limited to, the line up of the cars, the start of the race, the control of the car, the election to stop or delay a race, the positioning of cars on re-start and the assessment of lap and time penalties.

2. The NIDRA official designated by NIDRA to be the Official Scorer for an event shall be responsible for the timing and scoring the event. The decisions of the Official Scorer with respect to timing and scoring, shall be final, except when the Official Scorer elects to request a recheck of the same by NIDRA headquarters or when the Official Scorer asked by a driver who has competed in the event to submit a request for such a recheck to the NIDRA headquarters. The driver must do so in person within 15 minutes after declaration of finishing positions has been made by the NIDRA official in charge of the event. No event, including any individual race, time trials, or qualifying race, shall be considered official until the declaration of the finishing positions, as determined by the Official Scorer, is made by the NIDRA official in charge of the event, unless a recheck is requested as provided herein, in which case the event shall be considered official upon the announcement of the recheck decision by NIDRA headquarters. If the Official Scorer elects to request a recheck of the timing or scoring of a event, or if a driver who has competed in the event asks the Official Scorer to request such a recheck, the Official shall promptly forward to NIDRA headquarters the request and score sheets, and the fee of $25.00 from the driver making said request. The decision of the NIDRA headquarters with respect to a recheck of the timing or scoring of an event shall be final and there shall be no appeal of such a recheck decision.
3. The Chief Steward or Pit Boss at any event shall not act, as the official starter of the event but will assist the Flagman in the event of any technical decisions that arises.
4. At all events the driver assumes responsibility for the action of his/her pit crew. The driver shall be the sole spokesman for his/her car owner and pit crew in any and all matters pertaining to the event. In championship events, the driver must inform NIDRA officials in charge of the event the name of his/her pit captain, who shall have the sole right to represent him/her while the driver is in actual competition or should the driver be incapacitated.
5. No NIDRA member shall subject any NIDRA official to abuse or improper language at any time.
6. Lap time penalties must be executed by bringing violators to the pits immediately and imposing penalty. No driver shall receive a lap or time penalty after the completion of the event. Scoring correction are permitted prior to posting of official race results
7. No driver may qualify more than one car in the time trails or qualifying race in the same class.
8. Time trials or a handicap point system may be used to determine starting positions. The time accredited to each car determines starting positions. In time trials all cars will enter the track and begin to build up speed as they approach the flag stand where they will receive the green flag. Timing starts with the green flag and ends with the checkered at the completion of the lap. Cars will then re-enter the pit area on the back chute. If a car spins out on the first lap, a second lap maybe allowed, watch flagman for instructions. After a car is given the checkered flag in the time trials, that will be the official time for that car. In case of a tie, the driver of that car throughout the race day with only two exceptions: 1. If driver is injured or 2. The pitman’s race or powder puff. After the last car is timed, the time trials will be officially closed after 10 minutes. NO EXCEPTIONS

9. Procedures for the make-up of the main and semi - main event is as follows;
A. The fastest of 16 of the timed cars will constitute the main event.
B. The slow timed cars and those untimed will constitute the semi-event. In the event
that between 17 and 20 cars time in or are on hand, those cars will make up the main
event.
10. The main event will consist of 16 cars max or whatever final decision is made by the tech committee.
11. If after the semi-main is completed the top four semi -main finishers, only in the order they finished, will have the option to enter the main event in their qualified position, but must forfeit money earned in the semi-main.
12. Method of awarding scheduled position will be determined by the order on which
the cars complete the distance of the race. When the race is halted before the leader has
completed the scheduled distance, cars will be ranked in the order of the laps completed.
13. All drivers must be on time to compete in the events for which they are scheduled. When the first car is on the starting line, a limit of five minutes will be set in which other drivers should line up. Any driver/car not ready to compete when called will be sent to the rear of the line in time trials or races, changed to a later race or left out of the remainder of the day’s racing at the discretion of the NIDRA official in charge of the event.
14. All cars must be on the track ready to go when the pace lap starts and under no circumstances will any car which is not in the starting lineup be allowed on the track or to enter the race after the completion of the green flag lap.
15. Once the field of cars is lined up and the starter signals the drivers to be ready, a limit of three preliminary laps may be set at the discretion of the starter, who will then start the race. Disposition of cars not in position shall be at the discretion of the NIDRA official.
16. In the main event cars dropping out of the parade or pace lap may return to the pits area for 3 minutes to make necessary repairs and return to his/her original starting position before the start of the race.
17. Drivers cannot raise their hand and postpone a start unless the chief steward has given prior approval.
18. The start will be official only upon the starter signaling with green flag. (Yellow flags do not count)
19. In the event a pace car is not used, the pole car will set the pace which shall be consistent in accordance with track conditions and will be required to keep the field in formation.
20. When using a pace car, the pace car will leave the track before the starting lap, and the pole car shall approach in the starting line as a consistent speed in accordance with track conditions and is required to keep the field in formation. No driver may deliberately improve his/her position until he/she passes beneath the green flag the first lap only.
21. New drivers will be under close observation during their first three races to check on their ability to handle their cars. They may be required to run at the back of the pack until released by the officials.

22. The officials are empowered to disqualify any driver or entrant violating these rules.
23. A race may be stopped at the discretion of the NIDRA starter or officials a any time they consider it dangerous or unsafe to continue.
24. Any cars causing a race to be stopped, such as a spinout, shall be considered as involved in an accident.
25. Any cars stopping due to mishap and not driven immediately to the starting line shall be considered as involved in an accident. NOTE: interpretation of the word spinout in 24 and immediately in 25 shall be left to the judgment of the flagman and his decision will be final.
26. In the event of an accident, cars involved will automatically lose position. Said cars will fall in or be placed in the back of the pack in order designated by the officials. If an accident occurs, and the cars involved are able to untangle and resume racing before the lead car comes around again and laps them, they only lose on position. However, if the lead car does lap them, the cars involved are down one lap. If a car leaves the track for repairs he/she will upon returning to the track fall in the back of the pack. Yellow flag laps will not be counted.
27. When a race is resumed after being stopped by a red flag, all cars will be restarted in single file order that they came across the finish line on the lap proceeding that the raced was stopped. Any car leaving the track on a red flag will fall in at the back of the pack. this rule does not apply when the race is stopped on the first lap.
28. If an accident occurs during the first lap and two or more cars are disabled, the race will be stopped and restarted, damaged cars will be allowed three minutes for repairs. After three minutes, the race must be restarted, and all cars must start in their original positions. If disabled cars are unable to start, the next cars in their time(trial positions) may be placed in the field.
29. Drivers involved in an accident of any consequence must be released by an examining
ambulance driver, or if removed to the nearest hospital, must upon returning to any race,
show a written release from the examining physician before being allowed to drive in another race. The car must also pass inspection of the Tech Committee.
30. The NIDRA officials in charge of the event will have the responsibility of determining if the race track or speedway is in race-able condition for that event.
31. In the event a race ids halted due to rain or adverse circumstances, the race may be
rescheduled for a makeup date at the discretion of the track officials, NOTE: IN the event of a dead heat, points and prize money will be divided up equally.
32. NO car may be pushed past the flagman at the end of the pit road. After the race is underway, cars may be started by hand pushing in pit area only. Under no circumstances is any car to be pushed or towed onto the track from the pit area. Violations means disqualification. NO car may receive any assistance after the white flag has been displayed.
33. The number that the car is timed in with will be retained on that car fro the entire race day.
34. Car #1 is reserved for the point’s champion of the proceeding year. If he/she declines the number, no one else may purchase #1.

Section 14
QUALIFYING FOR CHAMPIONSHIP RACES
A driver must have completed one race prior to Mid-Season and two races prior to Season Championship races.
Section 15
PROTEST
1. A. If a person wishes to lodge protest, the money, $100 US cash funds, and the written protest on official form, must be in possession of the board member no later than fifteen minutes after the last race of the day.
B. Visual protests must be lodged before the start of the main.
2. PROTEST ON FUEL will be conducted as follows:
A. A sample of gas will be drained from car being protested. At the expense of the protester, an analysis of said fuel would be taken to an accredited laboratory. A written analysis of the fuel will be given to both the protested and the protester. If the fuel is found to be illegal, the protester will be refunded his money and the cost will become the obligation of the protested.
B. Anyone found to be running fuel other than what has been outlined in their class rules would be penalized in accordance with NIDRA officials.
C. Once a protest has been made and the money and written protest is in the hands of an official, it cannot be dropped or rescinded.
3. TEAR DOWN
A. Any car may be checked at any time by the NIDRA official to see if it complies with all specification.
B. A protest form in writing defining the infractions and $150 US funds (cash) presented to the Tech Committee will effect a tear down. The protester must have finished within five places of the protested. If the protested is found to be illegal, the money will be refunded to the protester, and all fines and/or suspension shall be in order as stated in General Rules #9. All cars finishing to the rear of the protested shall move up one place if the protested is found illegal.
C. In the event of tear down, only the Tech Committee and one car owner, the driver and two pitmen of each car concerned plus one protester will be allowed to attend. NO
EXCEPTIONS.
4. JUDGMENT
All parties concerned shall be bound by the decision given, subject only to appeal as herein after provided.
Section 16
APPEAL
A. Right of Appeal, any competitor shall have the right to appeal any penalty or decision
pronounced on him/her under these rules, but all such decision or penalties shall be in effect from the moment of its pronouncement, whether or not appealed, until confirmed or modified by the Board of Directors.

B. Form of Appeal and Appeal Fee
1. Any member may appeal a decision of an official to the Board of Directors by submitting a written request in addition to $100 US funds (cash) to the president. The appeal will be heard at the next regularly scheduled board meeting or at a special meeting of the board if the president should so direct.
2. An appeal must be forwarded to the office of the Board of Directors by midnight three (3) days after the rendering of the penalty and must fully set forth the facts of the case. Evidence irrelevant to the original protest being appealed will not be admitted.
3. A fee must be sent with the appeal, said fee to be returned if the decision to appealed is reversed. The appeal fee shall be in addition to any monetary fine previously assessed. The appeal will not be considered until the Board of Directors receives the fee.
C. Notice of Hearing of Appeal: All parties concerned shall be given adequate notice of the hearing of any appeal. They shall be entitled to call witnesses, but their failure to attend the hearing shall not interrupt the course of the proceedings.
D. Judgment on the Appeal: The Board of Directors may decide that penalty or other
decision appealed against may be waived, mitigated or increased, but shall not be empowered to order any completed competition re - run.
E. Order as the Appeal Fee and Costs: When giving judgment on the appeal, the Board of Directors shall make such order as to return or forfeit the appeal fee.
F. Costs: All costs and expenses in relation to determining a protest or conducting an inquiry and any reasonable compensation for outlay concerned shall be paid by the party against whom the final decision is rendered.
Section 17.
Points Distribution:
1. Points to go to car number only. Points are not transferable if car ownership changes.
Double points for all championship races
Points for open competition events per Board of Directors discretion.
2. Purse will be determined by the number of cars.
Entry fee is $25.00 per car, track matches for purse.
Purse is paid as follows: 30%, 15%, 10%, 5% for the remaining 7 places.
3. Payouts may be changed subject to Board of Directors decisions.
